Chapter 1 Overview
1.1 Objectives and Principles of the Curriculum System
The research and development of the Curriculum System is presided by the
BRITACEG for actualizing the vision of the BRITACOM. Adhering to the principle
of extensive consultation, joint contribution and shared benefits, in pursuit of the
BRITACOM purposes articulated in Wuzhen Action Plan (2019-2021) and Nur-Sultan
Action Plan (2022-2024), the BRITACEG has been promoting mutual enhancement
of tax administration capacity and jointly building a growth-friendly tax environment
by carrying out tax training programs, engaging in communication and exchanges as
well as sharing tax administration experience and best practices.
The BRITACEG Curriculum System boasts professionalism and multilateralism.
Following the principles of being scientific, systematic, inclusive, practical and
efficient, the system caters to the needs of the BRI jurisdictions, and keeps pace with
the hot issues of international tax reform while also striving for balances between
theories and practices, generality and individuality, as well as breadth and depth.
1.2 Framework of the Curriculum System
Giving consideration to academic requirements, practical needs and future demands,
following the rules of education and training, and drawing on international advanced
practices, the BRITACEG has set up this system with four themes as its main frame,
namely, Tax System, Tax Administration and Digitalization, Tax Environment and
Taxpayer Service, and Tax Cooperation, which include 8 topics, 27 subtopics and 65
courses.
The BRITACEG Curriculum System is highly associated with the functions and
duties of tax authorities. The courses are oriented to help tax officials solve practical
problems in a bid to meet their needs of improving tax administration capacity.
